Chairman of the Leadership Council to a Delegation from the European Institute of Peace: Dealing with the Houthis as a Normal Actor is a Structural Error that Threatens the Perpetuation of Wars and Suffering

His Excellency President Dr. Rashad Mohammed Al-Alimi, Chairman of the Presidential Leadership Council, affirmed the Yemeni people's aspiration for a sustainable, long-term peace that does not bypass the state nor reproduce violence anew.

His Excellency the President clarified during his reception on Tuesday of a delegation from the European Institute of Peace that "there is no sustainable peace without one state, one weapon, one decision."

He added, "The European experience taught us that a peace that bypasses the state is a temporary truce, and all peace attempts that ignore this fact end up reproducing war."

In this context, the President pointed to Europe's profound experience in building peace after devastating wars, considering it a laboratory for understanding how to build states after division and deter ideological extremism.

His Excellency the President reiterated that the terrorist Houthi militia is not a conflict party, but rather a closed ideological group, whose project is based on lineage-based discrimination, the divine right to rule, and the denial of equal citizenship.

He continued, "Here the European comparison becomes evident. Just as Europe dealt with Nazism and Fascism as an existential threat, not a political opinion, dealing with the Houthis as a normal actor is a structural error that threatens peace."

He added, "Therefore, the peace equation must mean ending ideological weapons, dismantling the logic of lineage and discrimination, ensuring equal citizenship, and a state that protects everyone."

The Chairman of the Presidential Leadership Council considered that any peace without executive guarantees will reproduce violence, saying: "The required guarantees are dismantling the militia's military and ideological structure, criminalizing sectarianism and racism in the constitution and law, preventing the legitimization of the fait accompli by force, and supporting state institutions economically and security-wise."

His Excellency the President emphasized the need in Yemen to transition from managing the conflict to addressing its causes, pointing out that peace is not made by a balance between a state party and a militia party, but rather by empowering the state and ending the sources of violence and its repeated cycles.

The Chairman of the Presidential Leadership Council reaffirmed that Yemenis do not reject peace, but rather reject a peace deficient in statehood and dignity; they want a peace like Europe's that lasts forever, not an agreement that collapses after two years.

His Excellency the President touched upon the transformations Yemen has witnessed recently, foremost among them moving from a stage of normalizing division to a stage of rebuilding state authority, forming a new government, ending dual authority, unifying security decision-making, and improving services. He considered that these changes are not merely administrative procedures, but rather preliminary conditions for any real peace.

In this context, His Excellency the President praised the efforts of the European Institute of Peace and its role in bringing together Yemeni components, tribal leaders, and stakeholders in important discussions on security, peace, the environment, and other issues.

أكد فخامة الرئيس الدكتور رشاد محمد العليمي، رئيس مجلس القيادة الرئاسي، تطلع الشعب اليمني الى سلام مستدام طويل الامد لا يتجاوز الدولة ولا يعيد انتاج العنف من جديد.

واوضح فخامة الرئيس خلال استقباله اليوم الثلاثاء وفدا من المعهد الاوروبي للسلام انه "لا سلام مستدام دون دولة واحدة، سلاح واحد، قرار واحد".

اضاف" التجربة الأوروبية علمتنا أن السلام الذي يتجاوز الدولة هو هدنة مؤقتة، وان كل محاولات السلام التي تتجاهل هذه الحقيقة، تنتهي بإعادة إنتاج الحرب".

ولفت الرئيس في هذا السياق الى التجربة الأوروبية العميقة في بناء السلام بعد حروب مدمرة، باعتبارها مختبرا لفهم كيفية بناء الدول بعد الانقسام، وردع التطرف العقائدي.

وجدد فخامة الرئيس التذكير بان مليشيات الحوثي الارهابية ليست طرف نزاع، بل جماعة عقائدية مغلقة، يقوم مشروعها على التمييز السلالي، والحق الإلهي في الحكم، وانكار المواطنة المتساوية.

وتابع قائلا "هنا تبرز المقارنة الأوروبية، كما تعاملت أوروبا مع النازية والفاشية بوصفها خطراً وجودياً، لا رأيا سياسياً، فإن التعامل مع الحوثيين كفاعل طبيعي، هو خطأ بنيوي يهدد السلام".

اضاف" لهذا معادلة السلام يجب ان تعني إنهاء السلاح العقائدي، وتفكيك منطق السلالة والتمييز، وضمان المواطنة المتساوية، ودولة تحمي الجميع.

واعتبر رئيس مجلس القيادة الرئاسي ان أي سلام بلا ضمانات تنفيذية سيعيد إنتاج العنف، قائلا: "ان الضمانات المطلوبة هو تفكيك البنية العسكرية والعقائدية للمليشيا وتجريم الطائفية والعنصرية في الدستور والقانون، ومنع شرعنة الأمر الواقع بالقوة ودعم مؤسسات الدولة اقتصادياً وأمنياً.

واكد فخامة الرئيس الحاجة في اليمن الى الانتقال من إدارة النزاع إلى معالجة أسبابه، مشيرا الى ان السلام لا يصنعه التوازن بين طرف دولة وطرف مليشيا، بل يصنعه تمكين الدولة وإنهاء مصادر العنف ودوراته المتكررة.

وجدد رئيس مجلس القيادة الرئاسي التأكيد على ان اليمنيين لا يرفضون السلام، بل يرفضون سلاماً منقوص الدولة والكرامة، يريدون سلاماً كأوروبا يعيش ابدا، لا اتفاقاً ينهار بعد عامين".

وتطرق فخامة الرئيس الى التحولات التي شهدتها اليمن خلال المرحلة الاخيرة، وفي مقدمة ذلك الخروج من مرحلة تطبيع الانقسام إلى مرحلة إعادة بناء مرجعية الدولة، وتشكيل حكومة جديدة، وإنهاء ازدواج السلطة، وتوحيد القرار الأمني، وتحسين الخدمات، معتبرا ان هذا التغيرات هذه ليست مجرد إجراءات إدارية، بل شروط أولية لأي سلام حقيقي.

وأثنى فخامة الرئيس في السياق على جهود المعهد الاوروبي للسلام ودوره في جمع المكونات اليمنية ورجال القبائل وأصحاب المصلحة في نقاشات مهمة حول الامن والسلام، والبيئة وغيرها من القضايا.
